I have received from the Aating british Consul General at dentan a copy of his daspsteḥ to you, Be. 70, of June 19th 1926, reporting on the death of te. 3. 5. Philips, representative of the Asiatic Petrol etm Company at Maaning.

2. From the sirmumstances disclosed in this despatch I have gone to the sonslusion that Mr. Philips' murder aminot justly be attributed to any fault or negligence on the part of the Chinese authorities but who the result of his om foolhardiness, I consider, therefore, that there is no ense for a claim for compensation against either the Chinese Government or the lossl nuthorities at Canton; the Asintis Petroleum Company have been informed accordingly

in a letter, of which a copy is enclosed.
